Permits
Do You Need a Permit?

- Deck permit requirements
- Garages, sheds, & other accessory structures permit requirements (Sheds under 144 sq. ft. may not require a permit but residents should contact the city prior to construction)

- Trade permits: when submitting trade permits, please make sure they are signed. If a contractor is filling out the permit, please include the business name. When a contractor applies for a permit, a contractor license number and a master license number (two different numbers) are required. If a homeowner is applying for their own trade permit, their name should be the only one on the permit.

City Permits
Please download and submit your city permit application(s), supporting documents, and payments to Deputy City Clerk Nate Leuthold at nleuthold@windsorheights.org or to City Hall at 1145 66th St, Suite 1, Windsor Heights, IA 50324. Payments may be made in person (check, cash, or card) or over the phone (card only) at 515-645-6826. Please note that your application will NOT be reviewed or approved until payment is received.
Construction and Development
Please download and submit all construction and development applications, site plans, supporting documents, and payments to Deputy City Clerk Nate Leuthold at nleuthold@windsorheights.org or to City Hall at 1145 66th St, Suite 1, Windsor Heights, IA 50324, unless otherwise specified. Payments may be made in person (check, cash, or card) or over the phone (card only) at 515-645-6826. Please note that your application will NOT be reviewed or approved until payment is received.

- For solar panel projects, submit a building permit as well as an electrical (trade) permit
- Demolition and Removal

- Sewer Line
- Sewer line replacements may require two permits. If your project will involve any concrete/cement work, such as cutting and replacing a portion of sidewalk or road, you will need a right-of-way permit. The plumbing (trade) permit is always required.

Engineering Permits
Download and submit your right-of-way application(s) and site plans to City Engineer Justin Ernst with Bolton & Menk at Justin.Ernst@bolton-menk.com or call 515-513-0436. The City of Windsor Heights will contact you for payment once Bolton & Menk has approved your permit. All payments are to be made to the City of Windsor Heights. Permits are not valid until payment has been made. Payments may be made in person (check, cash, or card) or over the phone (card only) at 515-645-6826.
If there is a need to close a lane on the street due to a right-of-way work, a Temporary Public Way Obstruction permit must be filled out in conjunction with the ROW permit.
A copy of the company’s liability insurance, an annual security bond in the amount of $10,000, and the payment of the $100.00 permit fee are required to process the permit application. See City Code Chapter 135 for further requirements.
Inspections will not be scheduled for any sidewalks and approaches until a permit is approved.
Please note that private water, sanitary, storm, and other utilities are not located by the City of Windsor Heights or Iowa One Call. It is the contractor's responsibility to have private utilities located.

- Driveway/Sidewalk (A permit for paving exclusively outside the ROW may not be required for residential projects, but City staff will need a site plan to verify that impervious thresholds are not exceeded and that the additional pavement will not create drainage issues)

Planning and Zoning Applications
Download and submit your planning and zoning application(s), site plans, and supporting documents to Trey Rouse from Bolton & Menk at Trey.Rouse@bolton-menk.com or call 515-513-0452. The City of Windsor Heights will contact you for payment once Bolton & Menk has approved your permit. All payments are to be made to the City of Windsor Heights. Rental Registration and Inspection
Download and submit your rental registration form to rentals@windsorheights.org or to the Public Safety building at 1133 66th St, Windsor Heights, IA 50324. City code requires that ALL rental properties have a valid Certificate of Inspection before occupancy is allowed. Registration fees are payable to the City of Windsor Heights at the Public Safety Building prior to any inspection. Please contact the Windsor Heights Fire Department or email rentals@windsorheights.org to verify the correct rental fee amount for your rental unit.
