The City of Windsor operates a small Municipal Separate Storm Sewer System (MS4) under the State of Iowa Department of Natural Resources (IDNR) National Pollutant Discharge Elimination System (NPDES) general permit regulations. This state regulation requires the City of Windsor Heights to establish its own Storm Water Pollution Prevention and Management Program. The permit is issued pursuant to the authority of section 402(b) of the Clean Water Act (33 U.S. C. 1342(b), Iowa Code section 455B.174 and rule 567—64.13, Iowa Administrative Code. Under the permit, the City is required to comply with a Storm Water Pollution Prevention and Management Plan which outlines areas of responsibility for the City to implement Best Management Practices (BMP’s). The Operation and Maintenance Program of the City’s Municipal Separate Storm Sewer System (MS4) are carried out through inspections, maintenance and cleaning, and street sweeping.
Inspections
All storm water intake structures shall be inspected on an annual basis. The assessment will include cleanliness, structural stability, debris accumulation, and map accuracy.
All above ground structures shall be inspected on an annual basis to verify map accuracy, cleanliness, and structural stability.
Deficiencies detected during the inspection process will be documented on the department’s standard inspection form.
Maintenance & Cleaning
Deficiencies will be prioritized and corrected as they are found through the inspection process and other activities of the department. Action required may include:
Cleaning accumulated debris from the interior of intake or outfall structure. (may also include video inspection of pipe lines connected to structure)
Pipe line cleaning.
Updating mapping and GIS system to accurately reflect actual location.
Spot repair to walls of structure.
Repair of street “box out” around structure.
Complete removal and reinstallation of structure.
Street Sweeping
All city streets shall be swept four (4) times a year. (April)(June)(September)& (November)
Sweeping operations shall be conducted by trained operators and will be documented. Documentation shall include sweeping hours and the amount of material removed from the streets.
Other activities
The City conducts other activities to comply with its Storm Water Pollution Prevention and Management Plan, including:
Public Education and Outreach - Implement public education and outreach about the impacts of storm water discharges and measures which the residents can implement to reduce pollutants in storm water runoff.
Public Involvement and Participation - Involve local businesses, developers, homeowners and the general public in the development of the program.
Illicit Discharge Detection and Elimination - Enforcement of ordinances that prohibits pollutants from entering the City’s storm sewer system.
Pollution Prevention and Good Housekeeping - Implement operation and maintenance programs that shall prevent or reduce pollutant runoff from municipal operations.
