Water and Storm Water Infrastructure
The City Council recently voted to increase the water rate and storm water rate in Windsor Heights. The increased water rate will generate enough funds for the city to update and replace water lines in the city. Many areas in the city have seen frequent water main breaks, causing citizens to be without water for several hours. The water mains will be replaced in a strategic order so that the most critical infrastructure needs can be met first. The old capital improvement rate did not generated enough revenue on an annual or biennial basis to undertake the capital projects that need to be constructed. The new capital rate is $1.00 per thousand gallons of water. For the average household this equates to an increase of approximately $5.25 per month. Please note this could vary based on water consumption. The Council also adjusted in the storm water rates. The additional funds will be utilized to help maintain the city’s storm water infrastructure and waterways in Windsor Heights that are affected by storm water runoff. The Windsor Heights’ storm water rate being will be $3.50 per month, which is consistent with surrounding communities and is an increase of $1.50 per month. The largest project for the stormwater utility is the dredging of Walnut Creek, near the Buffalo Road bridge. This area has to be dredged and kept clear to avoid flooding upstream. These capital projects will be included in the City’s capital improvements plan, which is included in the City’s annual budget. Parking on 68th Street, south of Hickman
On February 15th, the no parking zone on 68th Street on the west side from the south boundary of Hickman Road will be extended from 100 ft to 200 ft. Citizens have expressed concern about the number of cars parked in this area and its affect on traffic and safety at the intersection of 68th and Hickman. The Public Works Director and the Public Works Committee reviewed the area and recommended to the Council to extend the no parking area in an effort to enhance safety and address periodic congestion in that area.
