Sewer:

  • During the summer of 2009, the City televised approximately 1/3 of the City’s sewers.  The tapes were reviewed by an engineer.  Review indicated that the City’s sewer lines remain in pretty good shape, although there was infiltration in some spots. The engineer prioritized the top 20 sections of pipe to be addressed and made recommendations as to what action should be taken.  The recommended course of action was to slipline existing sewer lines.  (Click here to see an example of what sliplining is.)  Sliplining is an action that is expected to lengthen the life of the sewer pipes by approximately 50 years.    (Click here to access a map showing the section of the City that was videoed and that shows the sections of pipe recommended for sliplining.)  The sliplining is anticipated to begin and be completed during the construction season of 2010.  The City plans to request proposals that include not only the top 20 sections of pipe, but the following 10 sections that are priorities in order to be able to do more sliplining if a favorable bid is received.
  • The FY 11 budget will include $20,000 for videoing the next section of the City (north of University to south of Del Matro). 
  • In reviewing the sewer videos, the engineer identified that there was substantial infiltration coming into the sanitary sewer lines from property owners’ lines.  Some of this occurs when sanitary and storm sewer lines are coupled.  That can happen when perimeter drains or sump pumps drain into the sanitary sewer instead of the storm sewer.  The FY 11 budget will include $100,000 for incentives to citizens to decouple storm water/sanitary sewer lines.  The City anticipates offering a 10-year, rolling incentive program to get properties decoupled.
  • The City has budgeted money each year of its capital plan to do additional sliplining, and with the support of the Urbandale-Windsor Heights Sanitary Sewer District, plans to increase the annual budget for this work.

  • The City dredged Walnut Creek in 2008.

  • PROJECT LOCATION:
  • FY 2010 included 70th Street from just north of University to Colby Avenue, and east on Colby for approximately 60 feet; 64th Street from Lamar Street to dead end; and Mott Avenue from 65th to 64th Street.  FY 2010 also included a project related to the federal stimulus money.  The project is to resurface 73rd Street from Center to Hickman Road at a project cost of $537,640. 
  • FY 2011 includes 68th Street from Hickman Road to Timmons Drive and Timmons Drive from 68th Street to 69th Street.
  • FY 2012 includes Mott Avenue from 66th Street West to dead end
  • FY 2013 includes 80th Street from College to Marilyn Drive
  • NOTE:  All of these projects are subject to review annually.  Each Spring, the Public Works Department checks the streets and identifies any areas which have had winter damage and require immediate attention.  Additionally, the City is initiating a pavement management system in FY 2009.  The City will engage the services from the Center for Transportation Research and Education at Iowa State University.  They will begin by effectively x-raying the City streets, which will give us information on the condition of the foundation of the street.  This information will help the City make better decisions on where to spend road use dollars and will provide additional date for applying for grants.

 

PROJECT DESCRIPTION:      

Milling of existing pavement as required and full-width a.c.c. paving of streets.

Completed Project Locations:

FY 2007 included University Avenue from 69th to 73rd Streets; and Elmcrest Drive from 64th to 65th Street.

 

FY 2008 included Luin Lane from College Drive south, then west back to College Drive (will include concrete replacement in existing street); 70th street in the vicinity of Bankers Trust; and 66th Street from University Avenue to Forest Court.

 

FY 2009 included 69th Street from Washington Avenue to 300 feet south of Hickman Road (2102 69th); and Mott Avenue from 64th Street to 65th Street.  FY 2009 expenditures also include the City’s portion of funding necessary to pay for improvements to the intersection at Hickman Road and 70th Street. 73rd Street from Hickman Road to Center Street was part of the economic stimulus package.
