OCTOBER 5, 2009 REGULAR BUSINESS MEETING AGENDA

1. Call to Order/Roll Call/Pledge of Allegiance.
2. Approval of the Agenda.
3. Good of the Order.
4. Approval of the Minutes:
• September 28, 2009 City Council minutes both published and unabridged versions.
5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)
6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.
(a) Confirmation of appointments to the MPO.
(b) Approval of I-Jobs Road money expenditure.
(c) Claims and Payroll.
7. Consideration of a resolution authoring the City of submit a $2,000 Trees Please Grant to Mid American Energy and committing to matching funds of $2,000 from the City for new trees around the Community Center.
8. Consideration of Resolution setting dates of a consultation and a public hearing on proposed Amendment #1 to the Amended and Restated Urban Renewal Plan for the Consolidated Windsor Heights Urban Renewal Area of the City of Windsor Heights, Iowa. (This adds a parcel and the sections of right-of-way to the Urban Renewal Area that are to be improved as part of the Hickman Road improvement project. The Road Improvement project is anticipated to cost $2.3 million dollars and the City has secured $2,288,000 in grants to offset the cost.)
9. Discussion and possible consideration of (revised) Ordinance 09-05 to amend the Code of Ordinances for the City of Windsor Heights, Iowa by amending Sections of Chapter 29: Building and Property Regulations to create rental housing approved signage. (Note: due to the revisions, it will be necessary to restart the reading process. This will be the first reading.)
10. Update from Fire Chief on the regional fire training facility.
11. Adjournment to closed session pursuant to 21.5c (to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation) of the Code of Iowa.
12. Council member comments.
