4. Approval of the Minutes:

• August 3, 2009 City Council minutes both published and unabridged versions.

5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)

6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.

(a) Approval of recommendations regarding Streetscaping firms.
(b) Approval of Stormwater Advisory Committee appointments.
(c) Payment for the FY 2010 Street resurfacing projects in the amount of $136,918.87 to Grimes Asphalt.
(d) Approval of July report for Public Works
(e) Approval of July report for Police

7. Consideration of a resolution adopting an administrative policy regarding credit card usage .
8. Consideration of a resolution authorizing the City of Windsor Heights, Iowa to make an application to the Iowa Department of Transportation for Iowa’s Clean Air Attainment Program for the partial funding of the 73rd Street reconstruction and expansion improvements from Hickman Road to Wilshire Blvd and further approving the application which obligates the City to match funds for the construction of said project.

9. Consideration of a resolution approving an easement agreement with Mid-American Energy for the placement of utilities at Colby Park into the new Community Center.

10. Consideration of resolution approving the disposal of surplus City equipment.

11. Consideration of a resolution adopting a position description and establishing the City Inspector position and adopting a pay scale for a range of positions.

12. Discussion and possible consideration of a resolution establishing a rental fee schedule for 6322 Hickman Road.

13. Discussion and possible action on Ordinance 09-04 to amend the Code of Ordinances for the City of Windsor heights, Iowa by amending Sections of Chapter 31: Nuisances, to address “Nuisance Houses”.

14. Presentation and discussion regarding Sanitary Sewer information.
