4. Approval of the Minutes:

• February 27th, 2010 Special Meeting minutes, both published and unabridged versions.
• March 1st, 2010 City Council minutes both published and unabridged versions.

5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)

6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.

(a) Receive and file the FY 2009 Continuing Disclosure Report (Please note this is for FY 2009 which is why is lists former council members and the prior adopted goals that were in place during FY 2009.)

7. Consideration of Resolution Confirming Appointment of Carrie Brannen as the Chief Financial Officer and Appointing Brannen as Treasurer for the City of Windsor Heights.

8. Consideration of a resolution approving a proposal from J&M Displays for 4th of July Fireworks in an amount not to exceed $7,900.

9. Consideration of a resolution approving an updated Seasonal Laborer job description and payscale.

10. Consideration of a Resolution Authorizing the City Administrator to submit a grant application to the Iowa Finance Authority for the small community Water Quality Fund I-Jobs Grant

11. Discussion and possible Consideration of an Ordinance Amending the 2010 Code of Ordinances for the City of Windsor Heights, Iowa by making changes to chapter 172: Stormwater Drainage Utility. (These changes include adjusting utility rates, clarifying language and inserting a stormwater site plan review requirement.)

12. Discussion and possible Consideration of an ordinance making changes to Chapter 155: Building Code. (The changes are to require a fence permit.)

13. Presentation of the City’s Illicit Discharge Detection and Elimination Program.

14. Discussion regarding voting locations in Windsor Heights.

15. Staff updates, if any.

18. Adjournment to closed session pursuant to 21.5c (litigation) of the Code of Iowa
