JULY 12, 2010 REGULAR BUSINESS MEETING AGENDA

1. Call to Order/Roll Call/Pledge of Allegiance.
2. Approval of the Agenda.
3. Good of the Order.

Keep Windsor Heights Beautiful will recognize the winners of the Most Beautiful Yard Contest. Tracy Willits (1911 76th St) is the Most Beautiful Yard winner. Tom Rivituso (6408 Forest Ct) and Phyllis Ryan (7024 Wilshire) are the runners up.

4. Approval of the Minutes:
• June 21, 2010 City Council minutes both published and unabridged versions.

5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)

6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.

Public Hearing on proposed public improvements (community center access drive/public works driveway and additional parking) plans, specifications, form of contract and estimate of cost for the construction of the improvements and consideration of resolution authorizing execution of agreement with The Concrete in an amount not to exceed $78,886.65 to provide various items of work, materials and supplies in accordance with the plans and specification included in the notice to bidders for public improvements.


9. Consideration of a resolution approving the purchase of a new skid loader.


10. Consideration of a resolution approving an updated purchasing policy.


11. Consideration of a resolution approving an updated travel policy.


12. Consideration of ordinance 10-07 to amend the 2010 Code of Ordinances by amending sections of Chapter 106: Collection of Solid Wastes, Curb It Fees. Final Reading


13. Discussion and possible consideration of ordinance 10-08 Amending the City of Windsor Heights Code, Chapter 31, False alarms to include the Fire Department. Final Reading


14. Discussion and possible consideration of ordinance 10-09 Amending the City of Windsor Heights Code, Chapter 40, Public Offenses to change provisions related to panhandling. Final Reading


15. Discussion and possible consideration of ordinance 10-10 Amending the City of Windsor Heights Code, Chapter 155, Building Code for items related to condo conversions.


16. Consideration of Progress payment number 12 to Prostruct in the amount of $145,603.14
