4. Approval of the Minutes:
• February 7, 2010 City Council minutes both published and unabridged versions.

5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)

6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.

(a) Public Works January Report
(b) Police January Report
(c) January Clerk and Investment
(d) Set date for FY 2012 Budget Hearing at 6:00 pm on March 7th in the Council Chambers.
(e) Receive and file 2010 Stormwater Annual Report
(f) Claims and Payroll.

7. Consideration of Resolution to Appoint Representatives and Alternative to the Polk County Emergency Management Commission.

8. Consideration of Resolution Authorizing the execution of an agreement between the City of Windsor Heights and the City of West Des Moines for Street Sweeping Services, the cost of which is anticipated to be approximately $9,120 annually.

9. Consideration of resolution authorizing the mayor to enter an agreement for the City’s audit for the Fiscal Year ending 2011. Proposed costs range from $10, 500 to $10,725.

10. Presentation and discussion of the City’s proposed FY 2012 Budget.

11. Staff updates.
