NOVEMBER 1, 2010 REGULAR BUSINESS MEETING AGENDA

City Administrator Marketa Oliver, City Treasurer Carrie Brannen and Tionna Pooler from Public Financial Management will give a presentation regarding Tax Increment Financing at 5:30 pm.

4. Approval of the Minutes:
• October 25, 2010 City Council minutes both published and unabridged versions.

5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)

6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.

(a) Claims and Payroll.

7. Continuation of Public Hearing on the authorization of a Loan Agreement and the issuance of Notes to evidence the obligation of the City thereunder for not to exceed $475,000 General Obligation Refunding Capital Loan Notes, Series 2011B.

8. Consideration of resolution instituting proceedings to take additional action related to $475,000 General Obligation REFUNDING Capital Loan Note, Series 2011B.

9. Consideration of resolution directing the advertisement for sale and approving electronic bidding procedures for General Obligation REFUNDING Capital Loan Notes, Series 2011B in the amount of $440,000 (amount subject to change).

10. Consideration of resolution fixing date for a meeting on the authorization of a loan agreement and the issuance of not to exceed $4,350,000 taxable general obligation REFUNDING CAPITAL LOAN notes, SERIES 2011A, of the City of Windsor Heights, State of Iowa, and providing for publication of notice thereof.
