4. Approval of the Minutes:
• August 15, 2011 City Council minutes both published and unabridged versions.

5. Public Comment. This is an opportunity for any citizen to come forward and discuss any item that is not listed on the Agenda. (Please limit presentation from 2 to 5 minutes.)

6. Approval of the Consent Agenda.
All items listed below are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member or citizen so requests, in which event the item will be removed from the Consent Agenda and considered after the other items listed on the Agenda.

(a) Set date of October 3rd, 2011 at 6:00 p.m. public hearing and letting and authorize clerk to publish notice of hearing and letting.
(b) Consideration of pay estimate #3 to Correll for the Hickman Road project in the amount of $278,656.61
(c) Approval of bids for basement heating/cooling/ventilation
(d) July Fire Report
(e) July Public Works Report
(f) July Rental Report
(g) Receive and file 4th quarter Community & Events Center usage report.
(h) Claims and Payroll.

7. Consideration of liquor license request
a) City of Windsor Heights for Oktoberfest (October 1, 2011)

8. Presentation made by representatives from the Metro Waste Authority regarding the Household Hazardous Waste pilot program followed by discussion regarding the program.

9. Consideration of a resolution approving an amended Community and Events Center Rental Agreement.

10. Consideration of resolution authorizing submittal to the STP-TE program for Hickman Road Streetscaping improvements.

11. Consideration of resolution authorizing submittal to the Safe Routes to School program for 63rd Street sidewalk.

12. Consideration of Ordinance 11-11 approving the implementation of regulations prohibiting “liquor buffets” within licensed establishments in the City by amending Chapter 120 of the municipal code – final reading.
